2. NOTIFICATION OF THE AVERAGE PAYMENT PERIOD AND THE QUARTERLY BUDGET EXECUTION FOR THE THIRD QUARTER OF THE 2025 FINANCIAL YEAR.
3. Approval, if applicable, of the designation of the two local festival days, for their inclusion in the 2027 work calendar.
4.- APPROVAL, IF APPLICABLE, OF THE LLÍBER TOWN COUNCIL'S WILLINGNESS TO JOIN THE “GENDER EQUALITY NETWORK OF LA MARINA ALTA” IN ACCORDANCE WITH THE OPERATING REGULATIONS APPROVED BY THE PLENARY SESSION OF THE LA MARINA ALTA REGIONAL ASSOCIATION ON DECEMBER 9, 2025, AND APPOINTMENT OF THIS TOWN COUNCIL'S PRINCIPAL AND SUBSTITUTE REPRESENTATIVES TO THE AFOREMENTIONED NETWORK.
5.- INDIVIDUAL DECLARATIONS OF TERRITORIAL IMPACT MINIMISATION.
6.- INITIAL APPROVAL, IF APPLICABLE, OF THE MODIFICATION OF THE TAX ORDINANCE REGULATING THE FEE FOR THE OPEN-AIR MUNICIPAL SWIMMING POOL SERVICE.
7. MOTIONS AND/OR EXTRAORDINARY BUSINESS.
8.- REQUESTS AND QUESTIONS.
Beforehand, we request more information on certain aspects of the agenda. Specifically, we ask for clarification on the following points:
– There are quite a few licences for works with a swimming pool. Do you comply with the regulations? The answer is affirmative
– In one of these licences, referred to in the Cave (Exp. 246), there is mention of a single-family dwelling with a swimming pool and auxiliary buildings. What exactly is this? As they aren't clear what it is exactly, they're telling us they'll consult the architect and give us an answer.
– Is it the council official who controls the works, to see if what they are doing complies with the licence requested? The answer is that, indeed, the council controls and the technical architect also reviews the works.
– In one of the previous plenary sessions, we raised the point that some licences do show the cost, and others do not.. The Mayor expressed surprise and said that, indeed, all licences should indicate the corresponding tax. And let's see now, once again, that this is not being complied with. We will discuss this point and, although there seems to be no impediment, it is not clear to us whether the value of the building permit will finally be stated or not.
– Exp. 369 refers to the Mit process and states that the density is less than 3 houses per hectare. Does this refer to the houses in the Gorgos development (or whatever it is called)? The answer is yes.
– In exp 348 and 349 there is a reference to some expenses that we would like you to clarify a bit.:
- Between July and October, we spend a lot on gardening. Isn't that a lot of money? Part of it is for clearing at Marnes. Couldn't that be done when the unemployed workers are available? They explain to us that there are times when this type of intervention needs to be carried out and that, even though it is recorded as Marnes, it is a simplifying concept, which can refer to some other terrain.
- £5000 for the compilation and editing of the directory of businesses and establishments in Llíber also seems very high to us.. They are telling me it is related to a grant for this purpose.
- £822 Translucent vase. State pact against gender violence. We note that we do not think the use made of this fund, which has a more serious purpose, is correct. We debated it a bit without reaching a full agreement.
- £7834 Hedge trimming and clearing on a sloping terrain. Which land is it? We are clarifying what land is involved, by means of the Collado and how, each year - and depending on a subsidy - they clear a different piece of land.
- Two payments of over €2,500. For the upkeep of the social centre. What was done with it?
- Exp. 375 and a resolution dated 13-1-26 refer to 2 payments to the criminal court totalling €75,001. What is this? We are being told that it concerns payment for an accident that occurred during the construction of the school's sports centre.
- Regarding the cost of electricity, is the specific consumption of the plan's lights known? Could they not be changed for lights with sensors and solar power? As it is, it's a rather useless expense, in addition to light pollution as they aren't turned off all night. We've discussed the issue and we seem to be in sufficient agreement to study the possibility of installing a timer to switch them off at certain times of the night.
– Exp. 397. Extension of electricity networks on non-developable agricultural protection land in polygons 5.6? They explain that these are not new lines but rather an update to the existing ones.
– Fines: is all the revenue for the council? They clarify that yes, except for the 20%, which is carried forward.
Precise questions:
– What about the necessary renovation of the school? What steps have been taken so far? We have information that nothing is currently underway from the department, that no intervention request has been registered. We know that there was a meeting in the town, but we have been told that no formal request has been made in writing and registered with the department.. The mayor adamantly denies what we're telling him and insists he wants the “falsehood” of our information recorded. He explains that it was actually requested during the previous Botànic government and suggests that perhaps due to differing political affiliations, the documentation had been forgotten, but that it is now being considered by the Conselleria. They say they are expecting to have funding to begin the works. No specific date was mentioned.
– What is the current situation with the Marnes wall? Have the demolition works restarted? They tell us that there's no movement at the moment but that they're continuing to work to be able to demolish the wall.
– Could the path circulation be organised to make it more fluid: the Gall path in one direction and the Pepico path in the other, for example? They comment that this could be a problem for the people who have land there.
– Are there any new developments on the road from Llíber to Gata? The mayor comments that this is a matter he is very much on top of and that, given the lack of response, he asks that, at the very least, it be properly resurfaced.
– How is the cleaning and maintenance of the church currently organised? We have seen the parish income and expenditure sheet, and if there is a surplus of £3,000 this year and presumably similar amounts in previous years, couldn't some of that be invested in the abbey? It seems that cleaning is now in the hands of the council workers, and regarding the abbey, we are once again discussing its state of deterioration and the difficulty of resolving this issue with the bishopric.
We insist that some action must be taken given that it is a house in the centre of the village that does not look its best in that state, as well as the possible danger it may entail if it continues to deteriorate..
– Are there no cultural developments for the people? They're telling us they're looking at a play for Women's Day. We insist that it should be related to that anniversary. They also tell us about other activities with the schoolchildren and what the festival organisers are preparing for Saint Valentine's Day.
